หลักการและเหตุผล
การสัมมนาครั้งนี้เป็นการเปิดพื้นที่สำหรับการแลกเปลี่ยนความรู้และแลกเปลี่ยนความคิดเห็นระหว่างนักวิชาการ  ผู้ปฏิบัติงานในพื้นที่ หน่วยงานภาครัฐ และหน่วยงานภาคประชาสังคมจากประเทศต่างๆในเอเชียตะวันออกฉียงใต้
ในเรื่องเกี่ยวกับอนุสัญญาต่อต้านการทรมานและการปฏิบัติหรือการลงโทษที่โหดร้ายไร้มนุษยธรรมหรือย่ำยีศักดิ์ศรี (CAT) หรือพิธีสารเลือกรับของอนุสัญญาป้องกันการทรมาน(OPCAT) ในแง่มุมของแต่ละฝ่าย

Goal and Objectives
The conference provides a platform for exchange and discussion among scholars and practitioners of concerned state agencies and civil society organizations from Southeast Asian countries on United Nations Convention against Torture and Other Cruel, Inhumane or Degrading Treatment (CAT) or Punishment and the Optional Protocol to the Convention against Torture (OPCAT).
